Unintended fallout from anti pill-mill legislation?

The recent anti pill-mill law in Florida appears to have led to a surge in applications to establish new pharmacies. The fear is that some of these are linked to prescription drug abuse and criminal activity. The Orlando Sentinal reports that in recent months Florida had half of new US pharmacy applications, not counting those from chains. Given the hike in street value of drugs such as Oxycodone, the rush for new pharmacies is not surprising. Elements of the new legislation in Florida might still hamper criminal plans, however, despite some watering down of the laws.
